Upgrading from Cubase 11 without e-Licenser

Hi all,
I’m considering buying someone’s old Cubase 11 license, however they’re rather far away and it would be difficult for them to send me the dongle. I’ve been reading the support articles but the relationship between the old dongle e-Licenser and the new soft-Licenser seem very convoluted. Would it be enough for them to deregister their license on their MySteinberg account and for me to reregister it on my account to be able to upgrade to Cubase 13? Or is the dongle absolutely required to be able to upgrade? If the dongle is absolutely required, would it work for him to upgrade his license of Cubase 11 to Cubase 13 and then to transfer the upgraded license to me?
Thanks all for your time and help!

(for the mods, I posted this under pre-sales since I’m obviously not just considering buying from this guy but also buying the upgrade from Steinberg- I hope that’s alright)

If you want to update from Cubase Pro 11 to 13, it’s necessary to have the dongle with the old license locally available because it’s read and modified during the update process. It might be possible for the current owner to ask Steinberg to remove the license and transfer it to your account, but then you still need to buy a dongle and put the license on it just for the update process.
It’s probably much easier if the current owner performs the update and sells the license to you afterwards. In this case, you only need the Download Access Code he or she gets from Steinberg when requesting a license transfer.

No, you need the key to do the upgrade. There is no way to do this without it.

Yes, though it would be extra steps. See the resale wizard

Thanks all (from both myself and the seller) for all your responses, now that we know I’d need the dongle we’ll figure out what to do about all this.
