Is it possible to upgrade to 14 pro from 11.5? I can’t find the option, is it the same product as upgrading from 11?

There was no Cubase 11.5, so you can’t update from it. 
But aside from that, you can update or upgrade any previous Cubase version (except the first, very old ones).
