Is it possible to use Cubase vst’s installed with Elements 8 in another DAW? I have had a look at the usual folder locations but I cannot find the vst .dll files. Halion for example is one, but there are others (efx) I might want to use elsewhere.

No, this is not possible. If you want to use HALion Sonic in another DAW, you could buy HALion Sonic 2 (HALion Sonic SE is part of Cubase) or HALion 5. The same is for Groove Agent 4, which is possible to use in other DAWs, and you can buy it as a separated product (Groove Agent SE is part of Cubase), or Padshop Pro (Padshop is part of Cubase), etc.
