For a voiceover recording that has: Microphone rubbing/handling noise, and reverberation.
What would you recommend using first: the voice de-reverb tool and then the unmix noisy speech tool, or vice versa?

Set it up as a preset multi module and try both.
Usually unmix noisy speech first.
But honestly the results vary depending on the material.
