Does anyone know how to control the vertical spacing between tokens?

I assume you mean line leading for tokens that generate line breaks?

In Engrave Menu–Paragraph Styles, you can adjust the line leading for whatever paragraph style you’re using for that token.

Here I created a new Paragraph Style for token-based lists and set the leading to 130%:
