1st send from Stacks not sending Pan from Channel to Output. See screenshot below. It doesn’t matter which output I put in the 1st Send slot it does not pan. (BTW, I don’t normally send the piano signal to all of these outputs, this was just to demonstrate this problem).
If I’m correct, your first send is set to pre-fader, all other are post-fader. I’m not sure about VSTL, but I think, that like in every other mixer, also pan is post-fader.
I agree with @Falfango , the first SEND is toggled to preFader.

(I’m personally not a fan of that icon… mirroring the half circle at toggle. That is confusing my brain since that icon has been invented… wonder always, why did the UI designer decided to mirror the circle ? For my brain, the circle should remain turned to the same position as symbolising the FADER (or amp if thinking back when drawing schematics

The pre/post fader buttons on the sends don’t seem to have any affect when I toggle them??
It definitely does, unless you weren’t experiencing the PAN difference
and FADER-VOLUME is also calculated(or not calculated) the same way for pre/post SENDs
