VST Quick Controls - can´t "Add a parameter to Quick Controls"

Hi,
Cubase Elements 9 here. I´ve encountered a problem with adding parameteres to Quick Controls to my midi controller. In Device-Device Setup everything goes clear, but as soon as I want to send some parameter from any insert plug-in to the Quick Controls (to my midi controller) there is no “Add a parameter to Quick Controls” shown. Where´s the problem?

Does this: Cubase Elements 8 - Cubase - Steinberg Forums perhaps apply also to Elements 9?

EDIT: Ok, I think I´ve got it - VST Quick Controls apply only to VST instruments within Cubase (Halion etc.), not “insert” plug-ins

If I’m right, this is Cubase Elements limitation.
