Is there a reason why some plug ins won’t allow automation ?
You need to use VST-3 plugins.
VST-2 plugins are out of the game.

In the case that it is a VST3, is it simply a case that the plug in has not been designed correctly?
Could be. But plugin parameters are not mandatory to be automatable.
