What do I do with this DMG 6.5 update file?

I have a PC, Windows 7. I’ve updated eLicenser to 6.5 and downloaded the 6.5 update, but it is a DMG file. I did find a program to extract it, but what do I do after the extraction? Or am I not supposed to extract it? What I’m asking is how do I get the file to execute so that it can do the upgrade?
