Where is the UR22 control panel under Windows 8?

I am trying to use my new UR22 with Cakewalk Sonar X3 under Windows 8 but I can’t find a way to set the sample rate either from within Sonar or via the Windows Control Panel.

The installation instructions for the USB driver don’t take me to the UI shown in the manual.

For whatever reason, de-installing and re-installing the driver fixed the problem. Yay!
