What is going on here, and why can’t I edit the greyed out line? It isthe one that is really in control of the fader and I am at a loss to figure out what’s happening.

I see one Volume automation lane, and a Pan lane, not two Volume lanes. Or did not misunderstand something?
Do you have the track linked to a VCA? (with some automation on the VCA track, which would be the greyed line). That would be my guess.
