Hello there. I bought Cubasis 2.8.3 a long time ago. Will I get the new Cubasis 3 again by paying a fee? Will I install with Update?

Cubasis is distributed through the App Store, which is managed by Apple.
Unfortunately, Apple does not offer update/upgrade options, similar to what we have available for our desktop products.

From time to time, sale promo offers will become available for Cubasis.

Every year there seems to be a Cubasis summer sale. Cubase is currently on summer sale. Are you not doing a summer sale for cubasis?
