Will there ever be a lyric line at the top of the Cubase Project window?

Impossible to say. Steinberg has never revealed any upcoming features prior to launch.
As a partial workaround you can use marker tracks: insert position markers in the right time positions, and rename them pasting the relevant lyrics. If new lyrics mask previous ones, split them on different marker tracks.
I forgot to mention I actually would really like a proper lyrics track! Maybe you can add a feature request tag to this thread.
