I used WL 4 for six years with great success in preparing radio documentaries. With anew computer runningWindows 8.1 the program will start but then crashes on trying to open or save a file.
Is there a fix out there?

The short answer is there will never be a “fix” for WL4 because only the latest versions are supported. I don’t know about WL4 but one user has reported being able to get WL6 working (after a fashion) by copying the WaveLab folder from an XP installation (see here).
