I have found that the v2.1.5 has solved all my previous driver problems (I am using Steinberg UR816C as interface):

Cubase Pro 12.0.60 now releases the driver so I can listen to audio from other applications whilst Cubase is still running (eg youTube in browser).

Even though I have a very simple Intel audio card in HP Spectre laptop, I can now record ‘what-u-hear’ (eg youTube audio) as an input source to Cubase (yay!)
To date, no problems that I am aware of.
NOTE - I completely uninstalled the older version of the driver, and rebooted, before installing v2.1.5
