Yamaha USB Driver not Working?

When I install the driver, it says it has downloaded correctly, however when I click on the Yamaha Steinberg USB Driver in the device manager, it only says ASIO and not my UR22. I have tried all of my USB ports (even though my computer is only 2 weeks old) and my wireless mouse works in all the ports. I’m starting to wonder if my UR22 cable is defected because my computer isn’t recognizing it but when I plug it into the USB port, the USB light on the UR22 lights up. I have made sure that I have downloaded the newest version for Windows 8.1 64-bit (version 1.8.3) I have also tried the installation CD that came with it with no luck. I’ve searched around and haven’t came up with much. If I can’t get this issue resolved, would I contact Steinberg or Yamaha about this issue?

Please go to your Control Panel, Programs and Features, Uninstall a Program, and uninstall the Yamaha USB Audio Driver from your PC, restart your PC, and then install the latest driver version below:
http://download.steinberg.net/downloads_hardware/Yamaha_Steinberg_USB_Driver/PC/1.8.3/YSUSB_V183_Win64.zip

Please double-click on the downloaded ZIP-file. Another double-click on the “Setup.exe” file will start the installation.

Next, restart your PC again, and then download and install the latest Cubase AI 7.0.7 update below:
http://download.steinberg.net/downloads_software/Cubase_LE_AI_Elements_7/7.0.7/PC/Cubase_LE_AI_Elements_7.0.7_Update_win.exe

Then, open Cubase and go to Devices, Device Setup, VST Audio System, and see if the Yamaha USB Audio Driver shows up as being selectable, and reply to this email and let me know the result.

Why do you need to download and install Cubase. Isn’t the UR22 an agnostic device? What happens if you don’t like Cubase? Is Cubase required for the UR22 to be recognized by the OS?
