Audio waveform (Peak files) keeps regenerating on every Start Up

Hi,
More recently I started observing that audio waveforms in my projects would always show (Image Under Construction) on project start up despite having peak files generated previously. This happens every time I just close and open the project again (even without taking any actions in the project itself). All audio files have their peak files regenerated redundantly and the Images folder keeps getting bloated unnecessarily.

Is this normal behaviour ?
