Cubase Artist 11 unable to find licenses for Simon Phillips Jazz Drums

I purchased the bundle from the Cubase website. I downloaded it through the download assistant app (download access code provided via email). It is showing as available in the library manager. It is showing as activated in the activation manager. When I launch Cubase, I get a pop-up stating “Some content could not be loaded. Either, licenses are missing, or time-limited licenses have expired.” The list of missing licenses are all of the VST Simon Phillips files.

I have tried uninstalling and re-installing the kit. I have tried moving the files via library manager to other VST content files. I have tried re-scanning folders in the media bay. I tried to contact Cubase support and they basically told me that I’m SOL because my version of cubase is no longer supported. It seems like Cubase is recognizing the content, but it wont open/access it because of missing licenses.

I always thought the Simon Phillips stuff belonged to Groove Agent (SE), not to Cubase.
Which version of Groove Agent do you use? For GA6 there was a solution posted here:

Yeah, it belongs to Groove Agent, but my version of GA SE came with Cubase and I guess I was hoping they worked better with each other. I ended up buying a new computer for unrelated reasons. When I reinstalled all applications (including the download assistant, library manager, and activation manager) I can now use the expansion. It’s still buggy in Cubase, unfortunately. Everything shows up great in GA, but its’ still missing in Cubase. I can dig through libraries manually, but it’s just not as accessible as the other stock kits. Images are attached if anybody experiences this issue in the future. I guess it is what it is. I got it to work out. Hopefully others are having an easier experience.
