Either you are using different MySteinberg account, or your old Soft-eLicenser wasn’t registered in your MySteinberg account.
Btw, you are allowed to get Cubase LE 13 update for free (you can ask for it in this thread). But first, you have to solve your old Cubase LE 9.5 license.
