Cue size notes without reference to an already existing part?

Beginners questions: Is there a way to produce cue size notes without reference to an already existing part? Is there a way to make an octave on one stem with the upper note cue sized and the lower note regular sized?

Sure. There’s a pair of properties at the far left end of the properties panel - one allows you to set selected items to Normal size, cue size or grace note size, and the other allows you to custom scale to any percentage.
