Custom instrument with different staff lines

I was wondering if it was possible to create a custom instrument with two staves; one with five staff lines and the other with only two.

No the number of staff lines applies to all the staves in a new instrument, or any instrument for that matter. You could create a new single staff, 2 staff line, instrument and then bracket it together with the 5 staff line instrument. Bracketing, I believe, is done in Engrave Mode.
