The contents belong in different places below C:\ProgramData\Steinberg\Content
But it’s too tedious to put it all manually there.
I’m not 100% sure, but at those two download locations that you mention, is there some zip file? If you unzip that , do you see a Setup.exe? Running that exe should put everything into the right place and register it.

In the HALion directory, I see all of the vst files. Where should they be installed?

Could you please do Help > Create Diagnostic Report and attach the resulting zip file?
There have been some reports of the permissions being set incorrectly with regard to Steinberg Library Manager and the VST content files, such that they can’t be written to the right location, but to my recollection these problems have only affected Mac users so far, and not Windows users.
But if you attach your diagnostics, @Ulf and I should be able to figure out what’s up.
please ignore everything that Daniel and I wrote before. I have looked up again the details of what needs to be done, and now I know exactly what you need to do.
But before I can tell you, I need to ask you for the exact wording of the warning dialog that pops up every time you launch Dorico, especially I need the exact wording for the items that it says are missing. Maybe you can create a screenshot and post here. If I have that, I can give you a detailed recipe of what needs to be done.

P.S.: And not to be forgotten, what exact version of Dorico you have. Not only the version number , but also which derivate, i.e. Dorico Pro, Elements or SE.
Now, go to the download location that you showed before , where the Groove Ageent SE 5 stuff is around. Make a double click on one of the contained vstsound files, the Steinberg Library Manager should start up automatically and showing some similar screen like this:
Make sure that the Install to Default Location option is activated and simply click on OK.
Then close the Library Manager again, go to the HALion Sonic download location and repeat again by double clicking one of the vstsound files.
The missing sound should now be installed and registered, so start up Dorico and see if it still comes up with that warning dialog. It should not.
Can you tell me if this is the issue? In the Library Manager, I looked at the details of one of the VST moduals. It shows the default installation directory as: c:\Program Data\Steinberg\content\halion\VST sound\FCP_SMT_001_Synths_01.vstsound V2
I can’t actually find that directory when I open the file manager and even show Hidden Items. Similarly with Groove Agent vst files. Do you have thoughts on this?
Looking at your log files, Dorico does not recognize any of the contents packages.
Please run the attached batch file (after unzipping), which will create another, slightly different diagnostics report, which shows me also which contents you have really installed. So please run that and post here the corresponding output file. Thanks CreateVAEDiagnosticsReport.bat.zip (817 Bytes)
It looked just like your screen (green check marks for everything) when I first got the essential component error message. I had been using Dorico successfully before. The error is new.
