The reason I wasn’t aware of this possibility might be that for some reason, the cursor does not change its shape to the double pointed arrow associated with resizing when moving it to the edges of this particular dialog. It is indeed possible to resize it, but one has to actually try despite the cursor not changing its shape. Other dialogs I regularly use do not have this issue.
See this video for demonstration, it should also be visible that it is rather hard to grab the right lines of pixels at the edges this way:
Yes, I did notice this. However, I have been able to reproduce one of the issues I mentioned with the Project Info dialog. When I open it on a screen that has its effective height set to 960p (200% on 1920p like the Surface Pro 9’s display, or a 1440p monitor set to 150%) after having switched screens before - without Dorico running during the switch! - the lowermost part of the dialog containing the Apply and Close buttons becomes hidden behind the task bar and can only be accessed after resizing the dialog from the top and then dragging it upwards or by doubleclicking the upper edge.
I noticed this behaviour after switching to the Surface’s inbuilt screen (1920p at 200% = 960p equivalent) from the external monitor regardless of the latter’s setting: It was reproducible both by switching from the external 1440p monitor set to 125% (1152p eq.) as well as from having it set to 150% (960p eq., just like the Surface Pro’s inbuilt screen). It could even be reproduced by switching back to the 1440p monitor when it was set to 150%, so it isn’t exclusive to the Surface’s screen.
Only after quitting and restarting Dorico on the very same screen without any switching inbetween the Project Info dialog was displayed with the Apply and Close buttons accessible on an effective height of 960p right away.
Here is a diagnostics report of one of these cases:

I see, thank you for clarifying!
