As an example; Loopmash content is there but no Loopmash instrument.
How do I download the missing instruments as they don’t appear in my download assistant?

You should be able to see all that in the Steinberg Download Manager (under the category for the download, eg: Cubase 12, Nuendo 12). Mine did, plus showed which needed to be updated; which could be ‘reinstalled’; and which were ‘optional’.
Failing that (depening on your own particular licenses), you could also check under Absolute 4 or Absolute 5.
Prologue, Mystic, Spector and LoopMash were all intentionally dropped in Cubase 12, so the same is going to be the case for Nuendo 12. See Can't find Prologue / Mystic / Spector in Cubase 12 for further discussion.
