Of note: This issue does not seem to affect VST2 plugins in VST2 directories named with special characters. It only seems to apply to VST3 plugins within the C:\Program Files\Common Files\VST3 directories.

After installing the Cubase 13.0.20 update, changing the case test folder back to:
C:\Program Files\Common Files\VST3\Klevgränd
…and running Cubase, it scanned all plugins and then placed all the Klevgränd plugins in the blocklist:
After manually removing each plugin from the blocklist, Cubase now recognizes the plugins and they can be instantiated. But the initial adding-to-blocklist behavior was undesired. Any idea why it happened?
